Main target group(s) / beneficiaries
  • Target group: The primary target group consists of governmental organisations and supporting institutions of the pre-accession countries in CEE with responsibility for or involvement in the development and implemen­tation of national biosafety frameworks .  The secondary target group for this project is the general public, academia and industry in the participating countries in CEE. A third target group is formed by governmental organisations and supporting institutions governmental responsibility for or involvement in the development and implemen­tation of national biosafety frameworks f rom other countries in CEE as well as from countries in other regions of the world. Representatives from these countries frequently participate in the training workshops as observers.

Objective and main expected outcomes or lesson learned
The primary objective of this 3 year project is to assist the participating countries in establishing:· a regulatory framework, consistent with international obligations,· a system to provide information to stakeholders about the national biosafety framework,· a mechanism to handle requests for permits for certain activities, such as releases of GMOs into the environment, and · a mechanism for follow up and feed back, including monitoring and inspections for compliance.
The regional activities carried out under the project are aimed at ensuring sustainability of the results of the project by strengthening regional collaboration, by:- strengthening annual regional meetings, - strengthening a regional Steering Committee, - establishing regional and sub-regional centres for support and - establishing a regional web site.
The outreach activities carried out under this project are aimed at:- ensuring that the approach of the project is in line with up to date international knowledge and practice, by 1) seeking collaboration with experts from other countries and organisations, and 2) by presenting the approach of the project at international meetings for "peer review", - broadening the impacts of the project by arranging that observers from other CEE countries and from other regions in the world can participate in the training workshops as observers,- broadening the impact of the project by applying the methodologies of the project to other environmental fields in CEE.

Support pre-accession countries in Central and Eastern Europe in establishing adequate, workable, and transparent national biosafety frameworks, in conformity with relevant European Community directives and international obligations such as the Biosafety Protocol.
